Position:  Identity Credential and Access Management (ICAM) Consultant

Employment Type: Full Time

Skill Level:  Minimum of 20 years of related systems architecture and or engineering. Desired is that the experience is in a consulting services environment. US federal government experience ideal

Location: Remote (primary) with occasional on-site activities required at the client site in the Northern Capital Region (DC Metro) and Fort Meade, MD.

Security Clearance Requirement: Personnel must be U.S. citizens and capable of obtaining and maintaining a final TS/SCI security clearance. Additionally, all personnel will require access to NATO classified material and will require to be read on to NATO.

Description

The Mission Partner Capabilities Office (MPCO) executes the Secretary of the Air Forces responsibilities as Executive Agent for the DoD Mission Partner Environment (MPE). The MPE framework seeks to improve information sharing, data exchange, and establish interoperable governance standards among users to foster response times for a range of military and humanitarian activities. Mission Partner Environments are designed to allow the military and its mission partners to work collaboratively and effectively and to share sensitive, classified information securely.

The Identity Credential and Access Management (ICAM) Consultant will work in support of the MPCO program management office and chief engineer to further the mission objectives and priorities for MPCO and the MPE. The ICAM Consultant shall be the principal coordinator within various programs within the MPCO, across the DoD and its coalition Mission Partners on all matters related to ICAM.

Duties Include

Consultant shall provide adequate professionalism and support as they:

  • Support and participate in the ICAM Working Group(s) as needed or requested from government representatives.

  • Attend DoD and Coalition ICAM working group sessions to represent MPCO PMO’s awareness and interests.

  • Provide a summary of significant attended ICAM working sessions to the MPCO program lead and chief engineer as required.

  • Propose actions based on opportunities and furthering the MPCO ICAM capability maturity, while supporting the related system integration testing, architecture & design, and implementation planning.

  • Coordinate within MPCO across programs (ex. CCEB/Pegasus, Secret and Below Releasable Environment (SABRE), and USBICES/USBICES-X) to identify common areas of ICAM interests or challenges and to work with counterparts to develop course of action alternatives and way forward proposals.

  • Coordinate within MPCO and across DoD teams to include the Pegasus Directory Services representative, US Web PPT lead, US PKI lead, DoD CIO ICAM team, DISA ICAM Enterprise, SABRE ICAM, IC ICAM (ex. US BICES) and others; with the common objective of maturing their ICAM capabilities.

  • Lead coordinator on behalf of MPCO with DoD CIO ICAM (Enterprise Planning and Capability Implementation (EP&CI) Directorate) for bi-monthly working group discussions

  • Provide external coordination with the FVEY Defense CIO (DCIOF) ICAM working group and others to support the MPCO interests and awareness

Desired Skills

  • Must have at least twenty years of experience, of which at least five must be specialized in DoD. Specialized experience also includes supervision of system architects, comprehensive knowledge of systems engineering principles, methods, and techniques.

  • Experience with Operational Support Systems, Systems Integration and Directory Services required.

  • Experience with developing Active Directory Global Access List synchronization across organization required.

  • Experience with performing requirements analysis, technology assessments, solution design, recommending hardware and software, implementation and install coordination.

  • Experience with designing, building, testing, and implementing significant IT systems and services.

  • Experience with Microsoft Active Directory or Lightweight Directory Access Protocol (LDAP).

  • Experience with developing and implementing test strategies and document results.

  • Experience with Identity, Credential & Access Management (ICAM) solutions – to include conceptual and practical knowledge of the principles and trends around federated models, Zero trust concepts, multi-factor authentication methods

  • Experience with Public Key Infrastructure (PKI), Access Proxys (Federation) and other ICAM solutions.

  • Experience working with or coordinating technical exchanges between the US and Coalition Partners.

  • Past experience developing and delivering technical briefs (white papers, analysis of alternatives, course of action, technology evaluation, etc..) to a mid to senior level audience

  • Some familiarity with Information Communication Technology (ICT) services (phone/email/chat/video/etc..)

  • Some standards familiarity (ex. NATO, IEEE/IEC, NIST)
