Position:  Data Solutions Manager

Location: Remote (primary) with occasional on-site activities required at the client site in the Northern Capital Region (DC Metro).

Security Clearance Requirement: Must possess at minimum a Department of Defense (DoD) issued Secret Clearance. Applicants must be U.S. citizens and must be capable of maintaining a Department of Defense (DoD) issued security clearance during employment.

Description

The TPM works to coordinate with multiple stakeholders, both technical and non-technical, to support the client’s leadership to manage agile or traditional projects on planning, monitoring, reporting, and resolving/mitigating issues/risks etc.  

The TPM will practice PMP and SAFe applicable processes to oversee or manage solution delivery, vendor scope, schedule, cost, quality, and completeness, etc. as well as stakeholder communications and expectations.  S/He will serve as a Master Project Scheduler (MPS) to establish and maintain project schedules.  Specifically, the TPM will work with relevant stakeholders to identify, analyze, and incorporate new project information into the Master Schedule and take proper project management actions.  The TPM will also leverage Microsoft Project or Project Server and JIRA as the tools of choice to incorporate requirements into the integrated master schedule (IMS) as well as perform reporting and other relevant functions.

The TPM will also collaborate with internal and external stakeholders to establish or enhance the clients’ governance, policy, processes, and procedures to align with program and project management best practices in a SAFe environment.

Duties Include

Facilitation or Participation

  • Organize, facilitate, or participate in program cadences (technical and non-technical planning, review, refinements, etc.), executive updates, and planning etc.

  • Engage in the requirements review, design, development, test, and deployment of IT solutions that may span across multiple functional areas of the program or organization

 

Master Project Scheduling, Tracking and Prioritization

  • Develop a governance process to always maintain a cadence of three Integrated Master Schedules (IMS); track and report overall schedule, project progress, and impact to program delivery; standardize reporting expectations and support audit

  • Collaborate and coordinate with internal project teams and external stakeholders as well as analyze and validate release plans to identify project tasks and their attribute info including start and end timelines, resources, and dependencies, etc.  Incorporate project task info into the IMS and manage timely updates upon changes

  • Leveraging project management principles including schedule dependencies, PERT or schedule risk analysis, work breakdown structure (WBS), critical path modeling (CPM) to evaluate project performance, identify and escalate potential schedule delays, facilitate timely intervention, and schedule re-baseline, and recommend actions to keep projects within scope and completed on time

  • Help the program visualize and understand priorities for effective backlog planning across program and product teams; help teams surface and track issues related to product view with a focus on feasibility, timeliness, quality, and impact to customer experience, with frequent inspection/adaptation

 

Communication and Collaboration

  • Frequently interface and interact with Release and Defect management in addition to client’s leadership escalating mitigation for delivery and defects as surfaced from Issue Management and Program Testing Teams

  • Inspect and identify continuous improvements opportunities between vendors and internal teams- tools, logs, and process as well as actively advance the lean processes to drive efficiency and improve effectiveness while supporting organic maturation of teams

  • Coordinate, host or facilitate meetings – take notes, roster, and actions items as well as ensure follow up/through on a timely basis

Desired Skills

REQUIRED SKILLS:

  • Diverse project management experience including Agile and standard SDLC methodologies

  • Strong problem-solving skills and able to work with technical partners to come to a solution

  • Well versed in Cloud technologies, Agile methodologies, and Digital Technology lifecycle processes and data services with the ability to multitask in a fast-paced cross-functional environment

  • Working knowledge of how to leverage Digital Technology capabilities to meet business needs with proven experience in solution implementation processes, including requirements gathering, analysis and design, development of tools and technologies, release and version control, testing methodologies, and deployment

  • Effective communication (verbal and written), influencing and negotiation skills with the ability to communicate requirements and schedules for adherence to standards as well as present and explain technical information to executives, technical and non-technical teams

  • Proficient in the MS Office Suites and SharePoint technology and

  • Working knowledge in hardware, network, and systems software with the ability to deliver projects using leading-edge technology

 

PREFERRED SKILLS:

  • Broad knowledge of Cloud software development, data services, and Cyber security domains

  • Ability to build trust, with a natural desire to do well and have fun

  • Proficient in JIRA, Confluence, Microsoft Project, Microsoft Project Server

  • Deep project management business processes and expertise

  • Working experience in a consulting services environment, ideally US federal government experience

  • PMP, Agile Certified Practitioner, Project Management/Scrum certification, SAFe certification or similar
